MINUTES

1. Meeting Called to Order: 11:12 a.m.

2. Roll Call of Clubs: Present: HAY MTZ SFR TCH WSJ SOC FMT. Absent: ANT BAI SFI

3. Approval of Minutes: February 25, 2006 SFR requested two additions be made to the new Executive Race Committee provision, (i) Executive Race Committee Delegates should be comprised of flying members, and (ii) the BCC Race Secretary should keep records of decisions made by the Executive Race Committee. HAY/MTZ Approved as corrected.

4. Committee Reports:

a. Treasurer – Lee Schneider: In Treasurer’s absence, report presented by Dino D’Ercole (see attached).

b. Truck Chairman – Wes Askins. Truck Chairman absent due to bird release of last OB race. Report presented by President Teachout (see attached) .

c. Race Secretary- Bob Wright Secretary Wright reported that all duties have been completed and are up to date, with the exception of the final Old Bird race, which was being raced that day.

President Teachout reported that he had met with Lonnie Patterson regarding Mr. Patterson’s assuming the position of BCC Race Secretary for the remaining of the 2006 term. Mr. Patterson expressed his willingness to serve out the term. President Teachout still had to contact Mr. Patterson to confirm the appointment.

d. Awards Picnic – Alex Bieche Mr. Bieche reported the joint BCC/North Combine Picnic was a success with between 80 and 100 people attending. Mr. Bieche suggested that next year BCC may with to use the event to award diplomas to BCC members.

A bird auction was held and grossed approximately $1,300. A raffle raised approximately $500. After expenses are deducted the remaining funds will be distributed evenly between BCC and the Northern Combine.

e. Publicity – Alex Bieche CSRPO needs to have the ad copy (art work and list of current officers) from BCC for the 2006 CSRPO Convention Catalogue before August 1st. President Teachout said he would be responsible for taking care of this item. Mr. Bieche suggested new art work be made up instead of using the art work from previous years. Mr. Bieche said he would work with whomever was taking care of placing the ad to ensure it will be updated.

5. Correspondence:

a. A letter has been received from HAY regarding "Alternative Fees" (see attached). There was general discussion regarding the pros and cons of the proposal with SFR saying that the change would generate less revenue for BCC that the current "per bird" fees available to "small loft" flyers. HAY/WSJ: Motion failed on a club by club vote, HAY (y), MTZ (n), SFR (n), TCH (n), WSJ (y), SOC (n), FMT (n). It was agreed that HAY would redraft the proposal and resubmit it to the Delegates.

b. Letter from HAY regarding "Lead Seals" and proposing clubs be given the option of using plastic seals (see attached). There was a general discussion regarding the pros and cons of lead versus plastic seals for bird baskets being sent to races. HAY/WSJ. Motion passed unanimously on a club by club vote: HAY (Y), MTZ (Y), SFR (Y), TCH (Y), WSJ (Y), SOC (Y), FMT (Y).

6. Old Business:

a. SFR reported that at the next BCC meeting in August SFR would present, on an informal basis, a revised description of the BCC boundaries.

b. TCH objected to paying the additional post race season assessments (see Treasurer’s Report attached) without a separate accounting for the Old Bird season and the Young Bird season. President Teachout said he would look into it after the regular annual audit was performed for 2005.

7. New Business

a. SFR requested the delegates consider postponing the start of Young Bird season two weeks because the repeated postponements of Old Bird season, due to rain, had left many flyers with inadequate time to train. A discussion followed with the general consensus being that a one (1) week postponement would be reasonable. The new start sate of Young Bird season will be August 26th (see revised YB schedule attached).

SFR/HAY: Passed on a club by club vote. HAY (y), MTZ (abstained), SFR (y), TCH (y), WSJ (y), SOC (y), FMT (n).

8. Good of the Sport

a. CAL Open. Mr. Bieche reported that next year’s CAL Open will include both a long race and a short race. This year’s race included close to 1000 birds, and the hope is that the 2007 Cal Open will attract 2000 birds next year. The Sacramento combine has committed to participation for the next three (3) years. Mr. Bieche said he would like to find a way to include the CAL Open in the average speed calculations. Mr. Bieche also said that he hoped the BCC would find a way to limit this particular race to a 15 birds per flyer.

b. BCC Website. Bob Wright reported that unless the hosting fees for next year were paid by the combine the hosting services would expire and the BCC site closed. No action was taken.

c. New Trailer. Mr. Bieche suggested that sometime in the future the delegates may with to consider acquiring a truck that could carry baskets, as well as a trailer, thereby providing more flexibility and economy in how birds are transported to races.

Other Matters

1. YB 2005: Additional assessment fee of $15 per flyer: TCH owes $315, MTZ owes $270. This is past due. These clubs have been reminded at the December, 2005 and February, 2006 meetings.

2. YB 2006: Up Front Fees will be computed in August when the YB flyer count is in and the number of participants has been determined.

3. State and Federal tax returns were filed in May, prior to the due date of May 15, 2006. Audit has not yet been done.

The Hayward club would like to change one item in Section Five of the race rules.

The paragraph beginning, "An alternate shipping fee for…."

Change to read, "An alternate shipping fee for races. A ten (10) bird limit, per week, will pay fifty per-cent of the regular shipping fee."

We would like this change because of the excessive fee paid by the small lofts.

Also to stop the abuse of the present rule.

Dear Michael

The members of the Hayward Homing Pigeon Club have authorized me to write this proposal.

In Section Six of our race rules, the paragraph that starts "After the last bird has been loaded into……"

Change to read

"After the last race bird has been loaded into the baskets, both doors on the baskets shall be sealed. Either one or two seals may be used on each door. The seals shall be of the plastic "tie-wrap" type."

The reasons we propose this change are several, including, but not limited to, health issues, laws on proper disposal of lead, and cost.

Other papers accompany this request explaining some of the above.

Dear Combine and Club Members,

Recently it was brought to my attention that some clubs are not using lead seals on their baskets. I was under the impression that the letter submitted by HAY had been approved banning this antebellum rule. I thought it had been totally depreciated.

I was mistaken. The rule requiring one lead seal and one tie wrap is still in effect.

Please consider the following points;

1) Lead is a toxic substance; it has been banned from use in house paint, house solder, gasoline, and shotgun shells for waterfowl. You all know about lawsuits concerning asbestos, coal mines, and chemicals, what about lead? Think not? Lead causes brain damage in children.

And I’m supposed to enforce the use of lead seals?

2) Lead seals are no more secure than tie wraps.

To make them secure, each club must squeeze the seals with a unique seal press. This seal press would have to have a written custodial record, (chain of custody) to insure it will not be used by an unauthorized person. I know currently, some clubs squeeze them with pliers. Any fool can see there’s nothing secure about this. Lead seals can be purchased by anyone at any of the pigeon mail order supply store. Lead seals prove no more secure than tie wraps. I know for fact the lead seals are not inspected before liberation other than to insure they are on each basket.

To make lead seals a secure process, each club would need to get a seal press to squeeze the lead seal in place, using the club’s unique three letter acronym. Again, a written custodial record, (chain of custody) must be kept, to insure the integrity of the seal press. The liberator will have to check each and every seal. at the race station, before they are cut. Is this what we really want to do? Common sense needs to prevail.

How about a club, or two write the Combine, via Michael Mount, Combine Secretary before the next Combine meeting requesting a change in this antiquated rule.

To the members of the Bay City Combine.  The TCH Club would like to make 3 changes in our current Rules.

Change No.   Under Article 9 - Race Rules  Section Two Schedule 

  A change in the way we pick race stations and starting date.  After seeing a large drop in flying numbers in last 2006 old bird season we feel it is time to make a few changes. The Bay City Combine several years back was one of the biggest combines in all California. Last year in 3 Bay Cities old bird races the numbers of flyers dropped to 45-44 and yes even down to 40 flyers. With the price of gas our combine trailer can not move forward with these low numbers at the price we are willing to pay. To bring members back, changes are in order. We like the idea MTZ has put forward but have listed a few changes. First we would like all 10 clubs to draw numbers for the sequence of picking the race stations. No.1 chooses the first station. No .2 the second station and so on until all 10 stations are chosen. We would like the 8 y/b stations drawn the same way, but  the difference being that there would be only 8 numbers and  2   0,s to choose from. The clubs choosing the 0's have first draw the  fallowing year and are guaranteed a number 1 through 8 by draw.  Races stations selected from the compromise course only.  The distances are listed for each number drawn by the MTZ club. To keep the Rogerson Ca. Open Race going we propose that the Bay City Combine lock in the 5th o/b race as Rogerson first with a 15 bird limit and having a old bird start date the 3rd. Sat. of April each year. This is the same race station and date we had set in place last year and will also than line up with the other two combines. The TCH Club will wave their right to pick one of the 10 numbers. This same week end we would like to have a Ca. Open Lovelock Race with a 15 bird limit on Friday.  This will be great for flyers not wishing to fly the longer races plus fill up the trailer for added dollars. A $1.00 per bird entree fee will be collected for this race. All money going to the Combine. This is one way to keep the over all Shipping fees down but yet have the larger lofts with extra birds pay the extra cost.    

Change number No. 2  Under Race rules Section five - limits    

  We feel several clubs have enjoyed shipping one race instead of 2 races with greater number of birds in the race and also a savings of time and money. More time needed shipping 2 races plus added time getting results.

Double races equals more troupes with extra added expenses. In Old Birds we propose having one race with a 25 bird limit for the first 2 races. Any race 399 miles or less after the 2nd race will have a 30 bird limit. Any race 400 miles or over will be a 15 bird limit. Additional 15  race birds per flyer can be added for a second race. Diplomas only. Cost per bird would be $1.00 per bird. Liberated 1/2 hr. after first race. This will give us added cash plus an additional short race or possible training for the upcoming events. The new changes would address. No. 1 Not over crowd the birds on the first races. No.2 Give flyers paying up front fees the maximum number of bird in this case 30 birds when we can. No.3 Lowering the limit on the distance race gives us room for a extra short race on Friday or conditions your birds for the longer races. It also gives us added dollars which we need in the worst way. Stop and think about it. When we get to the longer races very fee flyers ever send more than 15 birds anyway. 

Young birds. We propose having one race with a 30 bird limit. Shippers can be sent 1/2 hr. after race birds at $1.00 each. . 

Change No. 3  Race Rules Section Two - Schedule

The Race Committee and or Race Secretaries of each club or designee will have the flexibility to double up the races or change the race schedule before or during the racing season.  Example......... If the weather every week end turned out to be bad 4 weeks in a row  we do not have the power for change. This is crazy because in this case rather than putting the race off for 4 weeks we could than have a race on Monday.

Ten (10) bird limit (per week) for small teams in cases where the regular limit is twenty-five (25) birds; limits to be adjusted to achieve the same ratio whenever the regular limit is changed. Small teams to pay fifty per-cent of the regular, up front, shipping fee."

We would like this change because of the excessive fee paid by the small lofts.

Also to stop the abuse of the present rule.

The BCC would not lose any revenue. All fees, other than trainers, would be paid "UP FRONT."

  1. Introduction of New BCC Race Secretary.  President Teachout introduced and welcomed Lonnie Paterson as the new BCC Race Secretary.

 

  1. Approval of Minutes July 8, 2006               SFR/HAY  PASSED.

 

  1. Committee Reports:
    1. Treasurer – Lee Schneider.

                                                               i.      Treasurer’s Report (see attached).

 

                                                             ii.      Audit Report – Dino D’Ercole reported that he had reviewed the BCC books, both expenses and income for 2005, and found that the figures reported by Treasurer Schneider fairly represented the financial condition of the BCC.

 

                                                            iii.      Post Season Assessment for YB Season 05:  Still outstanding with TCH owing $315.00 and MTZ owing $270.00.  MTZ asked for an explanation of the charges.  Mr. D’Ercole and Treasurer Schneider explained the initial upfront charge by the BCC Treasurer as strictly an estimate based on the expected number of flyers provided by the Clubs prior to the beginning of the YB Season.  Later, if the initial fees prove inadequate to cover the actual costs, Clubs are to be assessed an additional amount to make up the deficit.

 

1.      MTZ said they would send a check to cover the assessment.  TCH would defer their decision.  Pres. Teachout stated that whenever there is a dispute involving payment of money between a Club and the BCC, the Club is to pay the money and then file a protest seeking resolution of the dispute.

 

2.      SFR requested that Pres. Teachout write TCH on behalf of the BCC requesting immediate payment of the outstanding $315.00 and setting out the consequences to TCH should they chose not to pay the additional assessment.

 

3.      Young Bird Season Fund Raiser 2005.  Pres. Teachout reported that Alex Bieche had requested a refund from the BCC for birds that were donated, auctioned, but not paid for.  Wes Askins reported that the birds in question had never been delivered by the contributor, Freddie Rivera, and that Mr. Rivera did not return numerous phone calls.  Mr. D’Ercole, of SFR, said he would handle getting the birds to Mr. Askins.

 

  1. Truck Chairman – Wes Askins.

 

    1. Chairman Askins reported the BCC bird trailer was ready to go for YB Season.

 

    1. The Chairman stated that all shipping baskets must have a minimum of 15 to 20 birds per basket, otherwise the wire becomes unstable and birds get their legs caught in the wire during shipping, often breaking them.  WSJ, in particular, was mentioned as not properly overlapping the wire and often putting as little as three (3) birds in a single basket.  WSJ stated they will correct the problem.

 

    1. The Chairman requested that when picking new race stations, the delegates ensure the locations actually still exist as viable places to release race birds, e.g. Frenchman, NV no longer exists.  Release stations should also have phone service so communications can be maintained with the BCC and proper services available to the release team.

 

  1. Race Secretary- Bob Teachout

 

    1.  Lead Seal Protest:  Race Secretary Paterson will handle the protest regarding the use of plastic instead of lead for sealing the shipping baskets during this past Old Bird Season.

                                                               i.      Under the current BCC race rules, individual Clubs have the option of using plastic or lead seals.

                                                             ii.      Dino D’Ercole clarified the sealing requirements: the main door must be sealed using two (2) seals, and the small door must be sealed using one (1) seal (see BCC Races Rules, Section Six “Race Entry Forms and Countermarking”, paragraph 5).

 

    1. Young Bird Season  (Final “As Raced” Scheduled attached for reference)

                                                               i.      Following general discussion, the final race of Young Bird Season (Austin) was rescheduled by one day in order to avoid a conflict with the CARPO convention.  SFR/MTZ Passed.

 

                                                             ii.      Clarifying the Race Rules:  Clubs can not ship all of any individual flyer’s race birds in a single basket, which has happened in the past when an individual flyer arrives late at the Club.  Rec. Sec. Mount read the applicable BCC Race Rule, Section Six, paragraph 1:  “No competitor’s birds will be placed in only one crate.  They will be distributed as much as possible among the creates.  The hens and cocks will be placed in separate crates for all old bird races.”

 

  1. Correspondence:    Having failed to be received by the BCC at least forty (40) days prior to this meeting, reading of all correspondence set forth below was postponed until the December meeting, at which time they will be addressed.  Postponement of these issues will allow the delegates to discuss them with their respective Clubs.

 

    1. A letter has been received from MTZ proposing changes to the BCC Race Rules regarding (i) how race stations are chosen, and (ii) bird limits (see attached).  

 

    1. A letter has been received from TCH proposing changes to the BCC Race Rules regarding (i) how race stations are chosen, (ii) bird limits, and (iii) add flexibility to Race Committee’s ability to make changes to the Race Schedule, before or during the relevant racing season (see attached). 

 

    1. A letter has been received from HAY proposing a change in Section Five – Limit of the BCC Race Rules as it pertains to fees and limits of small race teams (see attached).

 

  1. Old Business:  Boundaries Update – Dino D’Ercole:  Mr. D’Ercole revised the text describing the boundaries of the BCC for clarity, which he read to the delegates.  The corresponding map was placed in the custody of the Rec. Sec. Mount for safe keeping.  Mr. D’Ercole recommended that the BCC Constitution be amended to reflect the new text.

 

  1. New Business
    1. The 2007 Old Bird and Young Bird Race Schedules will be set at the December meeting.  A general discussion followed regarding possible alternative methods of choosing the race stations.

                                                               i.      TCH requested and received confirmation that the for the 2006 Young Bird Season, individuals flying on a “per bird” basis are to pay a fee of $2.60 per bird with entries limited to ten (10) birds per race.  “Large Loft” flyers (those paying the full up-front BCC fees) would be limited to entries of thirty (30) birds per race.

                                                             ii.      Truck Chairman Wes Askins restated the requirements for the shipment of “trainers”, (1) “trainer” creates are to be clearly marked with blue tape to distinguish them from creates containing race birds, and (2) accompanying index card listing the number of  the creates containing training birds so they can be distinguished from creates containing race birds should the blue tape come off during transit.

    1. Michael Mount, acting as a delegate for WSJ, read the letter received from WSJ (i) requesting President Teachout sign all diplomas awarded during this past OB Season, and (ii) requesting President Teachout respond promptly to communications made by Club Officers (see attached).

To the members of the Bay City Combine.  The TCH Club would like to make 3 changes in our current Rules.  

Change No.   Under Article 9 - Race Rules  Section Two Schedule 

  A change in the way we pick race stations and starting date.  After seeing a large drop in flying numbers in last 2006 old bird season we feel it is time to make a few changes. The Bay City Combine several years back was one of the biggest combines in all California. Last year in 3 Bay Cities old bird races the numbers of flyers dropped to 45-44 and yes even down to 40 flyers. With the price of gas our combine trailer can not move forward with these low numbers at the price we are willing to pay. To bring members back, changes are in order. We like the idea MTZ has put forward but have listed a few changes. First we would like all 10 Clubs to draw numbers for the sequence of picking the race stations. No.1 chooses the first station. No .2 the second station and so on until all 10 stations are chosen. We would like the 8 y/b stations drawn the same way, but  the difference being that there would be only 8 numbers and  2   0,s to choose from. The Clubs choosing the 0's have first draw the  fallowing year and are guaranteed a number 1 through 8 by draw.  Races stations selected from the compromise course only.  The distances are listed for each number drawn by the MTZ Club. To keep the Rogerson Ca. Open Race going we propose that the Bay City Combine lock in the 5th o/b race as Rogerson first with a 15 bird limit and having a old bird start date the 3rd. Sat. of April each year. This is the same race station and date we had set in place last year and will also than line up with the other two combines. The TCH Club will wave their right to pick one of the 10 numbers. This same week end we would like to have a Ca. Open Lovelock Race with a 15 bird limit on Friday.  This will be great for flyers not wishing to fly the longer races plus fill up the trailer for added dollars. A $1.00 per bird entree fee will be collected for this race. All money going to the Combine. This is one way to keep the over all Shipping fees down but yet have the larger lofts with extra birds pay the extra cost.    

 

Change number No. 2  Under Race rules Section five - limits    

  We feel several Clubs have enjoyed shipping one race instead of 2 races with greater number of birds in the race and also a savings of time and money. More time needed shipping 2 races plus added time getting results.

Double races equals more troupes with extra added expenses. In Old Birds we propose having one race with a 25 bird limit for the first 2 races. Any race 399 miles or less after the 2nd race will have a 30 bird limit. Any race 400 miles or over will be a 15 bird limit. Additional 15  race birds per flyer can be added for a second race. Diplomas only. Cost per bird would be $1.00 per bird. Liberated 1/2 hr. after first race. This will give us added cash plus an additional short race or possible training for the upcoming events. The new changes would address. No. 1 Not over crowd the birds on the first races. No.2 Give flyers paying up front fees the maximum number of bird in this case 30 birds when we can. No.3 Lowering the limit on the distance race gives us room for a extra short race on Friday or conditions your birds for the longer races. It also gives us added dollars which we need in the worst way. Stop and think about it. When we get to the longer races very fee flyers ever send more than 15 birds anyway.  

Young birds. We propose having one race with a 30 bird limit. Shippers can be sent 1/2 hr. after race birds at $1.00 each. .

If the weather every week end turned out to be bad 4 weeks in a row  we do not have the power for change. This is crazy because in this case rather than putting the race off for 4 weeks we could than have a race on Monday.

The paragraph beginning, “An alternate shipping fee for….”  Change to read:

 

 “An alternate shipping fee for Races.  Ten (10) bird limit (per week) for small teams in cases where the regular limit is twenty-five (25) birds; limits to be adjusted to achieve the same ratio whenever the regular limit is changed.  Small teams to pay fifty per-cent of the regular, up front, shipping fee.”

 

We would like this change because of the excessive fee paid by the small lofts.

Also to stop the abuse of the present rule.

The BCC would not lose any revenue.  All fees, other than trainers, would be paid “UP FRONT.”

1. Meeting Called to Order:  11:14 a.m. by Vice President Joe Jauhal who chaired the meeting in the absence of President Teachout.

 3. Approval of Minutes August 13, 2006 SFR/WSJ Approved with one clerical correction.

 4. Committee Reports:

i.  Treasurer’s Report (see attached).

ii  Young Bird Auction issue resolved with the 4 purchased birds having been delivered; auction money will not have to be returned.

iii.  The BCC has received one-half of BCC/North Combine Picnic.

                             b.         Truck Chairman – Wes Askins.

i.  The BCC trailer is currently stored for winter with Lee Hatch.  Battery to be replaced and interior lights fixed.  Will be ready and picked up two weeks before the start of Old Bird Season

ii.  Because on injuries suffered to the legs of race birds during transport, Chairman Askins requested all baskets be loaded with a minimum of 15 to 20 birds and the 2 sections of wire flooring tied together with plastic ties so as not to separate during transport.

            c.         Race Secretary- Lonnie Paterson

i.    Status of Protests (closed & pending):  Race Secretary Paterson to hold a separate meeting of all club Race Secretaries to hear two outstanding protests, (1) the Lead Seal issue, and (2) the Electronic Clock failure during Young Bird Middlegate race.

c.        A letter has been received from HAY proposing a change in Section Five – Limit of the BCC Race Rules as it pertains to fees and limits of small race teams (see attached).

ANT/SOC: Motion (as amended below) Passed on a club by club vote with all clubs in favor except MTZ, which was opposed.

 

In Section Five of the BCC Race Rules, the paragraph beginning with “An alternative shipping fee for …” shall be deleted in its entirety and replaced with the following:

 

Alternative Shipping Fees.    Flyers may (1) pay the full Up-Front Shipping Fee and be entitled to enter in each race the full number of birds permitted by the BCC for the relevant season (the “ Bird Limit”), or (2) pay 50% of the Up-Front Shipping Fee and enter in each race 50% of the Bird Limit (rounded down).  Flyers paying the full Up-Front Shipping Fee will be referred to as “Large Lofts”.  Flyers paying 50% of the Up-Front Shipping Fees will be referred to as “Small Lofts”.

 

For example: Where Large Lofts pay a full Up-Front Shipping Fee of $275.00, they will be entitled to enter 25 birds in each week’s race.  Small Lofts will therefore pay 50% of the Up-Front Shipping Fee ($137.50), with a Bird Limit of 12 birds per race.

 

d.                     A letter has been received from ANT RPC nominating a slate of individuals for BCC 2007 Officers.  (Letter to be addressed under Section 7 (c) below.)

i.  Motion to terminate the baycitiescombine.org website operated by Bob Wright.  TCH/HAY Passed.

iii.  Motion to authorized Wes Askins to operate the baycitiescombine.com website on behalf of the BCC, with the BCC to pay the costs associated with such operation.  MTZ/SOC Passed.

Dino conducted the discussion regarding the schedules and called for a preliminary vote with all clubs voting in favor of the WSJ schedule (subject to revision) with the exception of ANT, who voted in favor of the MTZ schedule.

 

It was then proposed that changes be made to the 6th  race with Lovelock replacing Fernley.  This change was accepted by all clubs with the exception of HAY.  It was then proposed that Wendover be moved to the 7th position; this passed with ANT, HAY, SFI, SFR, WSJ and FMT voting in favor, and BAI, MTZ, TCH and SOC voting against.  The final 2007 Old Bird Schedule as accepted is as follows:

            (ii)        An Old Bird Season Start Date April 21, 2007 was accepted.

 

            (iii)       Bird Limits:  TCH’s proposal as set forth in Section (ii) of the attached letter failed to get a 2nd and the motion died.  WSJ proposed that no motion was necessary to set bird limits provided the limits stayed the same as 2006; this was accepted.

 

            (iv)       “Short Races” released on the Fridays prior to “Long Races” released on Saturdays are to be considered “B” races.  Flyers to be charged $1.00 per bird.  MTZ/BAI.  Motion Passed.

 

            b.         Young Bird Race Schedule – 2007

8.         Good of the Sport

            a.         Alex Bieche proposed formation of a committee to look into ways encourage local combines to interact more, e.g. putting together a Concourse.  The committee to be composed of Alex Bieche, Wes Askins, and Lloyd Glieden.

 

            a.   MTZ requested that all clubs use a GPS system approved by the AU for setting the locations of club member’s lofts.

                       

9.  The next BCC meeting was set for February 3rd at 11:00 a.m. at the WSJ Club House.

Hi Mike  

 

I noticed on the short races when we fly the Rogerson race we have Imlay and when we fly the Wendover race we have a short race from Lovelock.  Is their anyway we can switch the 2 short races around.  That way we have the Lovelock Short race along with Rogerson.  The reason I ask is that the Lovelock race was with Rogerson last year and the other Combines line up with Lovelock as well.  If we can make the small switch we can than have a mass release with all 4 combines from Lovelock as well as the Mass release from Rogerson.  I hope as pigeon flyers we can work this out for a larger competition and also the guys in Modesto were looking forward to flying with us all in the Lovelock race while they have birds on the Sacramento truck for the Rogerson race.

BCC Correspondence

To  All Delegates and Hopefully passed on to all Bay City Members.  

 

Before the last Combine meeting I asked Dino to appoint the extra men he requested on the committee regarding the idea of having smaller combines rather than sections. At the last Combine meeting I was than asked by President Dino To forward my thoughts on to him regarding this subject. Below you will see two e-mails I sent to him. I was than asked to put this in a proposal with the 40 days prior to the next meeting. Our Club will meet July 13 when I get back from Europe. This time frame dose not give our club the required 40 days. My hole intent was to have all members of the Bay City Combine not just the delegates see if there was any interest first. If their was time for the 40 days their still was no representation from the south that needed to be in place first. For this reason I am getting mixed messages on this matter.

 

Delegates please be so kind and read these ideas to your membership. If their is no interest in having more flyers be in the Combine Winners circle or implement some new ideas than their is no reason to go forward . If enough flyers have the interest we can have a voice and make a few simple changes for the better.

 Please be so kind and forward this to all. I would love to have every single flyer have an input on this subject not just the delegates.   

 

 

   Regarding the formation of several combines rather than section winners.

 

   Why should we take this step. It is a proven fact that our sport is on the decline. Not just in America but through out the world. Clubs and Combines are doing what ever they can to keep members.One thing that has proven to worked is to have more winners. In Holland Germany and in Belgium they have awards for Best Yearling, Best Hen, Best Cock, Best Speed, Best Mid. Distance , Best Distance, Best Over All  and the list goes on. Many American flyers have said one of the main reasons flyers are dropping out is that the Sport of Racing pigeons dose not have enough winners. The AU in fact has agreed.  Flyers that win combines have that extra excitement and want to put that special pair together for next year. Flyers that never win or even worse feel they can never win are at risk of dropping out. With a front of over 150 miles and only one combine we have just a handful of flyers that win 1st combine awards. This is great for top flyers that seem to win more than their share but dose nothing for the sport. We need more combines rather than sections. Ask any flyer and a 1st Combine winner is what they are after. To change over to Combines costs us nothing. We already have the sections listed South Section Center Section and the North Section. In checking with the AU as long as you have at least two clubs there are no extra steps needed to be a combine. Name each of the 3  Combines and delete the sections. To Form a concourse takes just one extra step and that is to get the approval of all combines. If all 3 combines agree that The same Bay City Officers will be the same for all and want to fly together as a unit, than this is by AU Standards is called a Concourse.  Nothing else changes including costs and dues. The fallowing year our None prophet statues can be change by name only. Our club did this same thing several years back without any complications.I would suggest that 1st Concourse awards are give and all Combines take care of their own awards as they see fit. This spreads the work and also the cost around.   This move can save flyers or even better yet add a flyer because he or she now feels they have a better chance to win a combine. Combine leaders that look for new ideas that will keep flyers in the sport are in need. I hope that the Bay City Combine leaders can see the need for more winners and open the door to new ideas. 30 winners rather than 10 Combine Winners is a big improving. Plus 10 over all Concourse Winners. The time to make the change is now. Looking over the last 30 years results the north has in some cases done better in y/b's were the south has done better in o/b's . Two years ago I asked several flyers from WSJ why they don't fly y/b's Their answer was simple and to the point.  We can't win a combine in Y/B's  If this change is made before the young bird season. We will have 10  Y/ B    1st combine winners in all 3 Combines. Smart Businessmen, Organizations or Companies never wait for the new added red tape to deal with. They do it now ! And never wait for later.

You said to put the info in writing and so I did . Dino the proposal is a new proposal coming from the TCH Club.  Dino I am trying to help the sport maintain membership.Same reason I did the found raiser 2 years back.  As you are aware I was also on your side bringing both combines back together. I listen to flyers from all sides and try to come up with answers and new ideas to keep flyers in the sport rather than loosing them. For example  I listened to you at the last meeting when you said small lofts with less birds feel they have no chance against larger numbers. This is a valid point. I just talked to flyers in Germany and mentioned this to them. This is how they solved this problem in Germany and we can do this same thing here. To win the top Ace awards in their combine and also in the country you most nominate  8 birds from your team. Only these 8 birds count for the nominated Ace pigeon awards for each loft. This way the small flyer has the same chance as the larger lofts. In addition they have a over all Ace pigeon award. In this class any bird counts.  They too realize that it takes both the large lofts and the small lofts to make the hole thing work. In Holland they too have nominated awards.  Pat Seno also came up with a possible good idea about the 2 extra races that I mentioned before our first 200 mile old bird race. She said that if there are that many birds that there is no room on our Bay City trailer than the North  trailer can handle them or the Bay City can use it and make some extra money. I believe the only thing she mentioned that the north would want in return is to keep up the trailer. At this point it is just sitting their but in great shape. I hope at this point Dino you realize that I am a problem solver and try to come up with ideas that will help the sport as a hole.  The point I was making about starting the races with a 200 m race and loosing too many birds. Example in our club. 2 veteran flyers started out with close to 100 birds each.One guy quite before the season was over and the other guy ended up with 20 birds. The 4 new flyers that started out in our club this old birds were finished after the 4th race.  Do we just say oh well and keep on loosing flyers and extra birds or do we do something about it?  The ball is in your hands my friend. I will help in any way that I can.

ii   Hall of Fame Committee:   Race Secretary Patterson to chair and schedule a meeting of a committee to explore alternative methods by which Hall of Fame winners are determined at the Combine level, possibly for 2008.  The committee to make its report to President D’Ercole and Secretary Patterson, who will make the final decision as to the method to be used going forward.

 

Hall of Fame Committee members were appointed as follows:

North Section: Pat Sino

Central Section:            Bob Wright

West Section:               Dino D’Ercole

South Section: Michael Mount

 

President D’Ercole noted that both the AU and CSRPO have recently made changes in this area and asked that Bob Wright makes copies and bring them to the Hall of Fame Committee meeting.

 

           iii.         Race Reports in Hard Copy.   Secretary Patterson to send a hard copy of race reports to each club.  Following a general discussion President D’Ercole asked Secretary Patterson to investigate whether Wes Askins could post Section Race Results on the BCC website.

 

           iv.         Diplomas.  General discussion as to how and when BCC diplomas should be distributed, weekly or at the Annual Awards Banquet.  Motion made to have all BCC diplomas held for distribution at the Annual BCC Awards Dinner.  TCH/HAY Passed.  President D’Ercole requested Secretary Patterson contact Bob Wright about making the diplomas.

 

           v.         Flyers were asked to report any birds who returned late to their lofts with the electronic chips missing.

           vi.         All Clubs reminded to send in hard copies of entry and results sheets so that the results of mechanical clocks can be verified.  Pres. D’Ercole requested that Sec. Patterson send a copy of the reporting requirements to each club race secretary.

 

           vii.        Secretary Patterson reminded the Delegates that all club officers and members are responsible for being familiar with the current AU rules.

 

            d.         President’s Report – Dino D’Ercole

                                   

i.          BCC By-Laws and Race Rules Review.  Pres. D’Ercole has received an updated copy of the By-Laws and Race Rules from Recording Secretary Mount and has asked that a copy be sent to each of the Delegates for review.  A committee will be set up to further review the By-Laws and make suggestions for further revisions.

 

ii.                   Audit Report:  Pres. D’Ercole audited the BCC books for 2006, found them to be complete, accurate and in excellent shape, including the preparation of the tax returns. 

 

iii.                   Pres. D’Ercole suggested the BCC should begin setting aside a reserve fund to go towards buying a new bird trailer which will be necessary in the future.

 

iv.                 Special March 11th Meeting: Concourse issue.  Following a brief review of the March 11th Special Meeting, Pres. D’Ercole asked that any further discussion regarding the formation of a “Concourse” be postponed until after the AU has completed its review of the matter and issued new requirements following its fall 2007 meetings.   In order not to burden the Clubs or the BCC with more discussion and debate of the issue, Pres. D’Ercole requested the Delegates to ask each of their individual clubs the following:

 

a.       Does your club want a “Concourse”?  Especially in light of the current race schedule that everyone seems to like.

 

b.      Does your club want a committee to start looking into reforming the current BCC Sections in individual “Combines”, that would then form the basis of a “Concourse”?

 

                                                                                                                           i.      Alex Bieche addressed the Delegates urging they support the formation of a “Concourse” this year.  Pres. D’Ercole asked that TCH submit a proposal in writing that could then be forwarded to the Delegates and discussed by the clubs’ membership prior to the August meeting.

 

v.                   Pres. D’Ercole requested the Delegates ask their clubs to discuss:

 

a.       Discuss their desires regarding the 2008 Races Schedule before the December 2007 meeting;

 

b.      Bird Limits and “A” and “B” Races; so if the By-Laws need to be changed it can be done at the December meeting. Mr. Bieche also suggested the BCC consider instituting a “nominated bird” method as a way of limiting the impact of large loft flyers on new, smaller loft, flyers, e.g. “Best of 4” or “Best of 10”.

 

vi.         Basket Allocation.  Postponed until Wes Askins can be in attendance.

 

vii.        Escalation Procedures:   Pres. D’Ercole asked that whenever there is an issue at the club level (whether with regard to race rules, protests, etc.) that can not be resolved at the club level by club officers, the issue should be elevated to the appropriate BCC officer for resolution (usually the President).  If the BCC President can not resolve the issue he will take the matter to the AU.  Following this procedure will resolve issues more quickly, more uniformly,  and with less confusion than when individual members contact the AU.

 

viii.              Advertisement in CSRPO Yearbook.  Motion made to pay for a full page ad,  using the same artwork as in previous years, or a photo of the Golden Gate Bridge if practicable, full page ad.  MTZ/HAY Passed by acclamation.

ix.                 AU Center Picnic.   To be held September 16th at Pleasant Hill Park in Pleasant Hill.  Details to follow.

 

x.                   Young Bird Race Schedule Conflict.  One of the regularly scheduled BCC YB races conflicts with the date of a special race held by Tim Perry.  If the Delegates wish to address the issue and possibly make changes to the BCC YB schedule, it should be brought up at the August meeting.

7.         New Business

 

            a.         Joe Jauhal stated that WSJ objected to the bird limits of the just completed OB season.  Following some discussion the issue was deferred until such time as Truck Chairman Wes Askins could be present.

 

b.         HAY requested a discussion as to the per bird fee for the “B” races of the just completed OB season.  Reference was made to past BCC Minutes and it was determined that the fee was indeed $1.00 per bird.

 

 

8.         Good of the Sport

 

a.                   TCH suggested two short races be held in the two weeks preceding the start of  OB season.  These races would count in the AU database providing local flyers with 12 races, instead of 10 races, in which to compete for “Average Speed” awards.  General discussion followed.  Delegates asked to inquire if their memberships have any interest.

 

9.                  Next Meeting:  August 18th, 11:00 a.m. at Martinez Clubhouse.  Delegates reminded the basket exchange would be held at the meeting and that the basket allocation is based on the flyer estimates provided by the individual club race secretaries to Wes Askins before August 11th.
